RE :Learner Promotion Decisions


I need to make a change to the promotion decision that was generated automatically from P to NP

On  12.7.18   I made the change manually and selected a comment and clicked save. 
However the NP remains in red. Although I clicked save many times the save tab remains in yellow. 

When I print a schedule from 12.9.12.  the promotion decision is RT. 

Please help.
